how we get medical clearance responce?

I got refusal on 28 of aug stating a real lame reason under IRPA that i wont return to my country. So i had to defer my semester to jan. Because of my weak SOP created by my agent, I had to apply again on 12 sept. And approval came on 13 sept with passport req !! This shows they can take wrong decision easily so that we have to pay fees double times. For now, my passport's

Under status details, in medical exam column it shows^ you have passed the medical exam. That's it.
