Applied for March/May 2020 intake in January 2020

One question... in your previous application did they told you something about medical exams or this is the first time that IRCC gives you the notification of medical passed?
I also applied for April intake on 7th Jan 2020 under SDS.
My timeline so far:
Jan 7: Application Submitted
Jan 9: Medical Passed
Jan 10: Biometrics Instructions Letter
Jan 10: Biometrics Submitted and Updated
No update since then.

Is there anyone who have been issue study permit for april/may 2020 intake.
I had applied study permit on 14 Dec-19 but it was refused on 2nd january.
Again reapplied on 7 january 2020 with additional proofs and documents.
When I first got refused I had received biomatric validity letter and Rejection letter on same date within few hours diffetence.
Since I have now I have apllied again I have again received biomatric validity letter on 16 january.
Is there any connection between both letters? Or is there any positive sign???
