applications with an valid offer of arranged employment ?

My father needs to apply in the skilled labor category ....... and has no as such job offer from Canada but has cleared all the licencing exams in Canada for the job i.e. met all required Canadian licensing or regulatory standards associated with the job.......... in addition worked there for 1 year .......

my questions are .....

1. Is he eligible to apply the applications in the option of "valid offer of Arranged Employment" ?

2. for a arranged employment case like above .... is it necessary that the job of the person should be that listed in the CIC website ?.... or else it can be any job irrespective of the list ?

1. He needs an AEO.
2. No it doesn't have to be in the 29, but has to be A,B or O level in the NOC>

he is a veterinarian ....... code 3114 on NOC ..... what is the procedure of receiving a AEO .....?

Quoting about who can apply in arranged emplyment from the CIC website : http://www.cic.gc.ca/english/immigrate/skilled/apply-who-employment.asp

2) In all other cases:

You must not be working in Canada and you either

do not have a valid work permit or
you have a work permit, but your circumstances are different from those described in the first example.

In this case, the offer of employment is valid if your prospective employer

has made an offer to hire you on an indeterminate basis if you are accepted as a federal skilled worker, and
has obtained a positive Arranged Employment Opinion from HRSDC
and you

meet all required Canadian licensing or regulatory standards associated with the job.


my question is ....
Is the person after getting a AEO in this case bound to join the job after immigrating ?..... or is he can willfully do any thing ?
