Hey there!
It seems that most applications do not take that long. In fact, most people get there application processed by 6 months. That being said though, every case is different. If there are no issues and your application is pretty standard then it can be pretty quick. The 25 months that you see on the timeline is actually a little confusing. In 25 months 80% of the applications are finalized. If you read this thread carefully you will find a link to a statistics website from CIC, but basically 60% of spousal visa applications are processed with 6 months. The three different background checks might slow you down a bit though.
Now about your police checks. I personally would go ahead and file your application now with the police clearances that you have. Mississuaga is really only concerned with the sponsor and do not concern themselves with the sponsored persons supporting documents. They are just checking that you have filled in all the forms and to see if you're elegible to sponsor so make sure that all your supporting documents are in order. Processing time in missisuaga is 86 days (as of August 8, 2012) so it is better not to put off getting the process started. In the mean time you can continue working on updating those clearances and when you are approved as a sponsor then you will get your UCI by email and all the information you will need to send the remaining documents.
The whole Process can be very overwealming. All I can say is be patient. Here are some things to remember:
Pretoria will not inform you of anything, no matter how many times you plead, unless there is something to say.
Document turnaround time in Pretoria is about 3 months so if they ask you for additional documents then expect it to take that long to acknowledge that they even received them.
Remember they are not out to "get you" their delay is not an attack on you trust me, it can feel like it at times
CIC-Mississauga only takes about a day to process your file....86 days is the amount of time it is going to take for them to get to your file
Pretoria does not always (in fact rarely) sends out an AOR to you so don't panic.
Pretoria rarely rejects a spousal application and will not even ask for an interview unless there is a very good reason (ie, very poor documentation support or a medical condition like HIV)
