Hi rahmanrahat, the information about processing the FSW applications under the new rules within 6 to 12 months are in the following link for CIC website : (At the middle of the page, the seventh paragraph)

“We expect new federal skilled worker applicants, including those with arranged employment, to receive a decision within six to 12 months compared with up to six years under the old system,” said Minister Kenney. “All other economic class applications—including applicants chosen by Quebec, provincial nominees, the Canadian Experience Class, and live-in caregivers—will continue to be given priority.”

However, i don't know why Buffalo is too slow comparing to other visa offices under the new rules !!! they should increase their office capacity to meet the huge number of applications which they receive.
and the wierd thing is that i got that link for CIC from Buffalo visa office website in the following link : (the first link in the page)

in spite of that, they are still too slow in BUffalo by holding files for 52 week just pending initial review !!!!
