I seriously doubt they will issue 56,000 FSW visas. For FSW1 they are looking to be getting not much more than 10,000 total FSW1 principal applicants and not all of those will pass the eligibility review. Yes there is FSW2 but as we can see from our spreadsheet the % of FSW2 compared with FSW1 is very low.

So let's say the number of FSW2 compensates for the number of rejected FSW1 at eligibility review stage - you're looking about 10,000 principal applicants, so what - a grand total of maybe 25,000 to 30,000 total immigrants from the FSW class?

Remember they will process some pre June 26 applications as well.
This will compensate for the deficit.

Dear Wayne,

I beg to differ, as far as the Canadian Government is concerned, if the 20,000 applications for FSW1 are complete and eligible to be extended a PR then they will get a PR. On the other hand FSW2 applicants do not necesarily comunicate through forums like this, (that are very helpful), they probably communicate more through the companies they are working for. In any case I do hope and I pretty confident everybody is assessed accordingly and fairly.

As far as my case, I still have not received a PER and my E-CAS remains:

They are two thirds of the way through the fiscal year and they have only received 7467 FSW1 completed applications since 26th June 2010. We project they will receive approximiately 10,600 in total - but not all of those will pass eligibility review or get visa. So I cannot see any way they will hit 20,000.

But as you have rightly pointed out it is possible that a lot of FSW2 may not use forums such as this, but from the data we currently have it does strongly suggest there are a lot more FSW1 than FSW2.

Now I am preparing application forms and documents to submit but in the ELIGIBILITY CRITERIA there was 7372 occupation (Drillers&blasters -Surface Mining , Quarrying & Construction) , so I am civil engineer (University Degree )with more than 10 yeas experience in buildings construction am I eligibil under the CONSTRUCTION occupation . Please answer me because I am so worry .

You will have to see if your duties match those mentioned under the NOC you want to apply.

You are right. majority of applicants come from FSW1.
The plan to reduce the backlog is to process the eligible post June 26 applications and the February 2008 Applications.
The pre February 2008 have the least priority.
As we speak I know some February 2008 who have received their visas this year.
Once all February 2008 applications have been processed their will be more room to process pre February 2008 applications. Eventually FSW1 applications will have a set total of 20000 per year. When that will be achieved, I don't know.

Long term Canada needs to increase its immigration of skilled workers, so in my opinion they will look to increase the FSW1 caps once they have cleared the backlog. But with around 400,000 applications still in the backlog it is likely to take several years to clear.

However I think isolating which skills they need the most and offering FSW1 only to these trades is a good step in the right direction with regards controlling immigration. Once the backlog is cleared they certainly don't want to end up back in that position again.
