Very old, manually-driven technology.

I realise that with such a high-volume site it would be unwise for each page hit to directly query their database (which is why I think they just have some staging data pushed across from their live server). However I see no reason why this cannot be automated, so it is updated every night and date stamped accordingly.

Just gimme their database and a few months of programming and I'd soon have a better system in place ;)

With the advent of latest frameworks, this should take few days to couple of weeks at the max to fix. I think they would be taking the 'help' of the 'big four' which while billing at exorbitant rates dole out crappy advice.

assuming they have a database of some sorts, something like

select NOC, count(*) from fsw_applications_master where category = 1 and eligibility = 'complete' group by noc

will get the job done :)

Hi Wayne: Totally agree with you regarding returned and lost in post applications. CIO is not responsible for theft/loss once the application leaves their office, however, your suggestion of (optional?) return courier fee is a good one to deal with that issue. The other problem is that of LOST APPLICATIONS THAT HAVE BEEN RECEIVED BY CIO AND NOT RETURNED. I know of 4 cases so far where applicants have been told by CIO their application was received but they do not know where it is. If it is a case of LOSS, it would be helpful to indicate on the spreadsheet something other than App Returned, as there might be some that are safely returned. If an app hasn't been returned and is lost at CIO, that means another app has to be submitted and it is a completely difference scenario. I don't mean to beat this to death, but is it possible to insert phrases or symbols to identify CIO lost apps and those lost in the mail? Many thanks to my computer savvy friends.

I don't think there is any problem if you submitted it with your full application to CIO, however, the guide says when the PCCs reach the VO they cannot be older than three months. Considering now they have told us we will hear something from them between 4 to 8 months, do you think they will ask those who have submitted their PCCs to do them again??

Furthermore, some people may have spent a year or two in some other country 20 or so years ago. Why would the PCC from that country have to be less than 3 months old?... three months, a year or five years would not change the content of that report... very puzzling.

This was changed on the 23rd of August. Before that you were allowed to submit the PCC with the initial application, or rather, they didn't clarify that you weren't supposed to anywhere.

Considering now they have told us we will hear something from them between 4 to 8 months, do you think they will ask those who have submitted their PCCs to do them again??
It's assumed that they'll accept the police certificate at CIO and from that moment on it'll be valid for 1 year during processing, but this is possible.

In the early post 26/06 days, the PCC was requested as part of the complete application and had to be no more than three months old on the date of submission to CIO. I think it was 4 August when they dropped PCC from the requirements. I hope they will honour the pre 4 August group as they would have scrambled to get their PCCs not knowing how long they had before NOCs filled up in those early days. Like Cam, I wondered if PCCs for countries visited in the past would have to be renewed as well as the one(s) you have lived in for 6 months since the application was submitted. Anyone have any ideas?

Hi Cam,

Ok to answer one question at a time

1) The reason I submitted my PCC wasn't a case of ignoring the immigration guide, which did indeed say not to submit it. It was the fact that my visa specific checklist (London) explicitly ASKED for the PCC to be included. I mailed my application on 23rd August. I had already got my PCC on 17th July whilst gathering documents, so would simply lose the money I'd invested in this (£70) if I didn't include it. So in the interested of "better safe than sorry" we included the PCC for both of us with our application as per the checklist. We felt they were more likely to fail us for failing to include something they have asked for in the checklist, than for including something which they haven't asked for! ;) Then on 30th August (coincidentally the same day our application arrived at CIC in Sydney) London updated their checklist to say that they no longer required it and would ask for it later

2) My understanding is that it can be no older than 3 months when the PCC reaches CIC, not the visa office. Once Citizenship and Immigration Canada have the PCC in their possession it is valid for 1 year. However don't quote me on this, it's just how I interpreted the situation at the time.

I think the worst case scenario is that the visa office will ask for up to date PCCs if they feel they need them. Personally I believe they will only do this is the PCC gets older than 1 year before the applicant's case is finalised, however once again this is just my interpretation so please don't quote me. For us it's a question of £70 and up to 2 weeks wait (the previous PCC took 7 days, we submitted on a Monday and it arrived the following Monday)

Regarding PCCs from different countries in your past I really don't know, sorry, this isn't something I had looked into!

So i called up CIO finally today... spoke to a lady and she confirmed my identity and told that they have received my application and encashed the processing fees as of 9 sep..(though my bank says it was 16 Sep).. she also gave me my client ID.. she said that i should received the AOR(in other words intimation from CIO) by April 2011..she said that it may be that i receive a letter from them before april also..
also she said that as of now my application was complete and nothing more is required from my side..
she said that after the intimation from CIO, the file would be sent to VO for review... the payment is only encashed if the file is deemed to be complete from the CIO's side..

regarding the PCC's ..she told it is better to wait for any communication from the CIO/VOI before we start the process to obtain them

Look, this is just logical to me... When they first open our applications, they check for completeness and if OK they encash and count towards the cap. No ID# is given at that time... The only reason, in my opinion, that they go to your application one more time and give you an ID number is because they were doing eligibility and you have passed, hence the ID number.

I don't know why AORs are not coming out. I think Wayne may be right here and another department processes AORs and releases them... I don't think we have long to wait. I know that applicants in May and June also experienced a sudden flood of AORs...

Regarding the PCCs, the way they have them written now, after changing the guide halfway through August, is just a can of worms waiting to be opened. This will cause delays in many applications and unnecessary delays is what they wanted to avoid with the new regulations. I am going to contact CIO regarding this, possibly next week.

Yes, May and June experienced a flood of AORs - but this seemed to me because they more or less stopped working on Federal Skilled Worker applications over the summer with staff holidays and student visas, and after this period was over they were then able to work through the May and June applications fairly quickly.

With this figure of 33 weeks / April 2011 being thrown around a LOT, there's no smoke without fire. CIO has, unless they were lying to people, completed eligibility reviews at least up until 2nd September. So there is something very wrong in the process if there is a further 6 month delay in communicating this to the applicants.

Even if there is another department for issuing AORs, they've already DONE 75% of May and June AORs now, and that's taken, what, 5 weeks? So let's assume another 3 weeks to finish. That's 2 months to review and issue AORs for 50,000 May+June applicants. Does anybody really buy that it will take a further 8 months to process 3000 July/Aug/Sep/Oct applicants?

None of these numbers for me have ever stacked up. Even the secondary department for issuing rejections and AORs is sounding unlikely to be the true delay if the 33 week number (or even the 4 month number) is correct.

Hi Avi,

Have you tried checking your new ID at CIC website to see if it reflects any information? Probably something that might give us all clue as to how CIO is treating post 26th June batch.
