Today, I received passport with Visa
I took one year to complete the process BUT Timeline is complicated due to my personal reason.
Firsty, I have been in Netherlands for more than 6 months and Ministry of Justice in Netherlands generally doesn't issue police certificate without purpose, In this case the request letter from NDVO. So I was able to sent it initially, only on July 16, 2011.
Meantime I have traveled to Belgium for my PhD in August 2011 but the dependent visa for my wife took 5 and Half month (June to Nov) , so I requested NDVO to extend the passport submission deadline by 3 time. They are so kind and waited until Nov 17. I sent passports on 11_11_11 to New Delhi .
Finally 3rd of January 2012, they send passport with visa at kathmandu in my postal address. I requested to send directly in Belgium but NDVO says they only send INDIA, NEPAL and BHUTAN not other countries. My family member received it and sent it to me back to Belgium by DHL. Just few hours ago, The DHL delivered passport for me.
So it was long journey and due to my cause, It took few more months. I am planning to go canada by end of April and trying to pursue some professors to work in their research group for at least 6 months. planned to enter permanently in Canada by only Sept 2014. and the time line for entrance to Canada is extactly one year from medical checkup.
Now Relaxed, and Enjoying over this weekend.

Some tips, If you have any problems during process, and I always emailed them, Generally they responded after 15 days. Don't afraid to write visa office with explanation and supporting documents.

A quick note - I spoke to a friend who got his PR approved in 2011. He applied in CEC category which implies he was in canada when he applied. His application was transferred to Seattle VO. So, It gives us some info that Applicants who are already in canada may see that their applications transferred to other VO's in US.

I think they have taken a dump from system for LY application analysis..... Disappearing the adresses doesnt mean that they are doing any update.... Its just my guessing... ... deep in heart still feeling we should get some good news very soon..... 8) :-[
