i think i know why CIO has stopped sending PER's the past week.

I received a forwarded email from CIO today stating that i need to pass a General Training test report of my IELTS. Here's the content of the letter:

This refers to your application for permanent residence to Canada which was received at this office on AUG 18 2010. On DEC 08 2010, correspondence was sent to you via E-MAIL to inform you that your application had received a positive final determination of eligibility for processing, and was being forwarded to the visa office for further processing. This is to inform you that your application has not been forwarded to the visa office, and is being held at CIO Sydney, pending the receipt of additional required information as outlined below.

At the initial assessment of your application, we have determined that you have included an Academic IELTS test result with your application. However, only the General Training IELTS test results are acceptable for immigration to Canada. For additional information, please check our website at: http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp

In order to continue the assessment of your applications, you must submit the following document:

IELTS test original results – GENERAL TRAINING option (not Academic option)

You have 120 days from the date of this letter to submit an original “General Training” IELTS test result. Your application will be assessed based on the information submitted.

Failure to submit the General Training IELTS test result within the next 120 days may result in your application being refused.

Hi. I sympathise with your frustration. Really CIO should have asked for this test in December rather than issuing a PER, holding the application at CIO instead of forwarding to visa office and then writing to you about it now!

It sounds to me like CIO initially decided to accept Academic results and then have done a U-turn and are strictly adhering to their guidelines. I guess there's no arguing with it since their guidelines explicitly say that only General Training IELTS is acceptable, but annoying they have delayed in writing to you.

However, look on the bright side here. You are being given a second chance to submit the correct test results. So this in no way fails your application, it merely introduces a delay. It is annoying, I realise, but it is not the end of the world.

Guess there's nothing else to do but schedule a test and submit the results asap.

thanks for the sympathy everyone..what's even more annoying is that i actually told my consultant we should consider the requirement about the IELTS. We've learned about the change in the ielts requirement after we sent the complete application all right, but if they could have listened to me and didn't assure me that my Academic IELTS will do fine, then i should have taken the General IELTS even right after we sent the application last August....

Anyways, these is me whining about the situation. Don't really have much of a choice now..Will schedule to sit the test on Feb. Pray for me guys..

Unless we get more letters like this, I think what has taken place here might be unique; an oversight that was caught and needed to be corrected... However, if we get more letters like this, then we know why our applications are not reaching VOs, they are going through further assessment, whatever that entails...

Khai, best of luck with the exam, it is a hassle taking it again I'm sure, but thank god they did not reject your application altogether. Just go out, do it, and don't think about it. You won't even remember the trouble once you have your visa in your passport.

The situation with people needing general IELTS is something which happened very recently.

My guess is that as CIO were preparing to send a batch of applications to the visa offices, they realised they had allowed a number of Academic IELTS to slip through the net, and suddenly decided that they needed new IELTS tests.

This might also explain why we haven't heard anything from visa offices yet. My guess is that those applications which included the General Training IELTS test have now gone to visa office (but only recently). And there are a number of applications where CIO are awaiting the General Training IELTS to come in.

Some people seem to think the CIO have changed their guidelines to only require General Training IELTS-only from a certain date? If that is the case anyone know when this changed? And should people who submitted applications before that date be allowed through with Academic results?

We submitted our application on 23rd August 2010, and we booked IELTS test in mid July, and fairly sure at that point that it stated the test must be General Training IELTS. So if Academic tests were ever allowed it would have been in the first 2 weeks of July only, I think?

Dear all
I have been silent watcher of this forum.In the mean I got ready with my application and I sent courier to CIO on 19th Jan 2011.I had opted creditcard as my mode of payment. Unfortunately my purse got stolen on 22nd Jan which had my credit card so my card was blocked immediately which means when CIO will send it for payment it will not be cashed.
Meanwhile I filled another payment form and sent with my other credit card details today and posted it to the same address at which i had sent my application.So hopefully 2nd payment form will reach more or less at a difference of 4 days.
How u seniors forsee in this case.Will CIO be able to connect it to my application
I am very curious what will happen.

I think the General IELTS requirement is stupid. You should be able to do either, as some Jobs require you to pass an Academic IELTS test. By accepting only General, they are forcing some people to take two tests. Dumb, considering the Academic IELTS is harder!

How awful for your khai, I can't believe they have the nerve to come back after you after already telling you it was OK. I could understand if it was something like an important document, but for taking the wrong flavour of IELTS? Thats just petty.

How does it apply in Canada?

The process of applying for the Canada Working Holiday Visa includes two phases. First is that the applicant has to complete the online application process. The Proof of the insurance coverage must be presented to the immigration officials upon arriving in Canada. And lastly, he or she should pay the participation fee when prompted to do so by the Embassy of Canada in France.


Working Holiday Visa in Canada is also a good way of entering the country to appreciate the place and have a direct experience of the events going on there.
