As for the VOs asking for original transcripts, reference letters and PCCs again-I'm not too sure about that. They will certainly ask for the PCCs for those who haven't submitted them but the CIO has stated that once they receive the PCCs they are valid for a year. Only reason they could ask for that again is if the 12 month validity expires. Regarding the other documents, they will receive the originals we've already submitted to the CIO when they get the paper file so there is no point us sending doubles. I guess we're only going to find out for sure when the VOs contact the early PER receivers. Nothing to do but be patient (and endlessly speculate ) till then.
I also believe we should submit the requested documents only once.

A friend of mine who is preJune applicant and her visa office is Buffalo received a similar letter on Aug 2010. After she sent her documents to Buffalo and received her 2nd file number (which is our PER) Buffalo sent her a letter after 3 months (on Aug) that they have started process of her documents and they asked for some extra documents such as PCC and Birth certificate and some more.
And she told me she was not able to check her application online until Aug that Visa office started process of her application (3 months after 2nd file number when she received the letter).
