Given that people who haven't had AOR and have been told that their review hasn't started have had a file number, my guess is that file number is almost certainly allocated after completeness check.
Urgo getting the file number isn't really of any use, unless you can't tell if your banker's draft is cashed and you need to know if you passed your completeness check.
IMO file number has no bearing on whether or not you pass your eligibility review.
