I am providing some extra information (Please ignore if you are already aware).
1. The Right of Permanent Residence Fee (RPRF) is required of every adult aged 22 or over in your family.
2. It is refundable if an Immigrant Visa is not issued or used, or if you withdraw your application or if your application is refused.
3.The RPRF can be paid at any time during the application process, but must be paid before an Immigrant Visa can be issued.
4.The RPRF must be paid to the same office where you paid the CR fee.
5.RPRF are not applicable to non-accompanying family members, or to family members who are already permanent residents of Canada.
Smiler, I am just curious to know if you paid application fees for your step son?
And did you submit the Notarised satutory Declaration from him?
You have two options:
1. You can pay the fees now and request for a refund later. Add a note and probably also an affidavit from your step son that he will not accompany you to Canada. You will get a refund anyways if he does not use the VISA.
or
2. Skip the payment and explain in an additional note to VO. I hope the Declaration form was filled already when you first applied.
