I agree with you....Completeness and Eligibility Review at CIO which will determine eligibility (67 points) and completeness ( if incomplete then NER). You are right.... for takemblues "Completeness" is done.

try general inq too.some times they dont reply cse but most of times reply to general inq

As per your post...you received a PER and Processing statement, both started on 4th March 2011? I think there is a mistake....or am I wrong?

Bro i am always reading ur post. I think better you wait for ur address to be reappeared before sending CSE. I am sure with in days atleast it will show u Medical Have Been Received because today it happen for me after address disappearing and my address is still not back. I hope my mail will reach you safely
