Have a "fast track" upgrade path from one country's qualification to the Canadian equivalent? How do they arrange such a course for every combination from each country, worldwide? It simply isn't workable.
Those in a regulated profession may have to accept that they perform a lesser role in their field for a few years whilst they requalify. Some short term sacrifices sometimes have to be made when emmigrating in axchange for longer term success and happiness.

Even then, if you eventually qualify in one province, you can not work in another except you retrain!
Are the differences so much that you need to carry on retraining when you move from province to province?
Even a drivers license is not universal and I do not see the logic.
The only qualifications that seem to be readily recognised are the universal:
