I read the guide. It says that PCC should not be 3 month old from the time you submitted application to CIO, not Visa office. And PCC is valid for 1 year. As long as your PCC is not expired from the day you submitted application to CIO, you will be fine. Correct me if I am wrong.

So have you or has anyone here known any cases where people had to provide new PCCs even though they previously provided the original PCCs with their application to the Visa Office with their application (or like in my case upon once AOR and sent to Visa office)?

I had to get PCCs for India, UK and US when I applied. It is going to take a lot of work (and time and money) to get all three of the PCCs once again. :(

I did not submitt to CIO. I sent it to the VO. I'm really just playing on the safe side because the FBI takes about 6 weeks plus mailing time (say two months?) so just In case I do get medicals and request for new PCC I can send them right away. I am just trying to save as much time as possible. By no means people have to do this. Its really my personal choice to be proactive rather than have to wait for them in the future. Yes its 18 dollars each time (plus mailing) but well I rather not drink 3 beers every 3 months and be ready just in case. Hahaha I can catch up with the beer drinking once medicals come :p

Skilled workers and professionals: Who can apply

Skilled workers are people who are selected as permanent residents based on their ability to become economically established in Canada.

Federal skilled worker applications are assessed for eligibility according to the criteria set out below.

For your application to be eligible for processing, you must:
•include the results of your official language proficiency test, AND
• have a valid offer of arranged employment, OR
•have one year of continuous full-time paid work experience in at least one of the occupations listed here.

Work experience minimum requirements

If your application is eligible for processing, it will then be assessed against minimum requirements.

Your work experience must be:
• for at least one year, continuous, and paid (full-time or the equivalent in part-time), AND
• Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or B (technical occupations and skilled trades) on the Canadian National Occupational Classification (NOC) list, AND
• within the last 10 years.

If you meet the above minimum requirements, your application will be processed according to the six selection factors in the skilled worker points grid , which are:
•your education
•your abilities in English and/or French, Canada's two official languages
•your work experience
•your age
•whether you have arranged employment in Canada, and
•your adaptability.

You must also show that you have enough money to support yourself and your dependants after you arrive in Canada.

Note: If you are applying under one of the 29 eligible occupations, as of July 1, 2011, a maximum of 10,000 federal skilled worker applications will be considered for processing in the following 12 months. Within the 10,000 cap, a maximum of 500 Federal Skilled Worker applications per eligible occupation will be considered for processing each year.

These limits do not apply to applications with an offer of arranged employment.

If you are not sure if you should apply as a skilled worker, you can:
•use the eligibility tool to get an idea of whether your application would be eligible for processing, then
•try a self-assessment test to see if you might earn enough points to qualify.

Mine's just a lot more work. Although the US PCC took the longest, both UK and India required a few documents to be attested and then their fees and courier fees. It is a considerable amount of time and effort and I was just trying to make sure what the chances were that I'd need to do it again.

In my case I only need Venezuela and the US. Since Venezuela takes a week (yet you have to stand a full day in line on the heat) I will not apply for the one of Venezuela unless requested. I can afford a week while I get my medical appointment.
