IMHO, they will concentrate on a new quota post j2011 if one should come into force. Maybe after a few months >J2011 will get priority, but honestly there are so few >J2010 applications compared to <J2010 they probably will just finished all of the >J2010 and then move onto >J2011, treating <J2010 as a backlog now.
The good news for all "backlog" applicants is at least now the numbers of new FSW1 applications have been drammatically reduced, CIC will have resource to tackle the backlog.
