Hi. Firstly this thread is for discussing post-June-26 applications, so I don't think it's the best place for queries about pre-June-26 applicants?
Secondly, can I please ask you don't personal message me just to prompt me to reply to a thread post, if everyone did that my inbox would have hundreds of mails per day in it. If I haven't replied to a thread post it's because I either have not had time or do not feel I can really comment with any value. Please remember I am just an applicant myself and my knowledge is mainly limited to the post-June-26 FSW process.
Anyway, regarding your query itself, at which stage is your friend in the process? All documents already sent to the visa office?
Have you reviewed his NOC description on the HRDSC web site. Is there a requirement in the NOC description that the company is government approved?
I would imagine if he changed jobs now it would be of little or no benefit to his application if he has already applied. Any work experience, certainly to qualify for FSW1, would need to be for a minimum of 1 year anyway - so unless he is intending to withdraw his application, start a new job, keep it for 1+ years and then reapply, I cannot see this being of any help.
Anyway, I would certainly start on the HRDSC web site by founding out what the actual Canadian requirements are for that NOC description.
