There is no need to but if you are still in hurry, there is a work around:
If you are sure that your application will be delivered after Jan 1, and if you are paying by original receipt IMM 5401. Just pay the new fee, you will be good; if form remains same/unmodified after Jan 1.
Those who paid old fee online already, if you have an original receipt (IMM 5401) in hand, pay the balance at bank and attach with online receipt. That will be good too. (this is what CIC will ask to do upon application return)

So, there's no need to alarm OP. Of course, any application that is completed, signed and sent in post January 1st, 2015 will require the new fee as already stated.
-As a general thumb rule, you MUST only sign/date your application on the same day that you are ready to mail it off just in case something comes up on your side that may delay you further. In other words, don't sign your application today and mail it off January 1st 2015, thinking you will "beat" the system. It will not work.
