Can an application be returned if passport information for dependents wasn't included?

Can an application be returned if passport information for dependents wasn't included?

If anything is missing, whether it's a form, signature, or anything from the checklist they will return it to you. Before they would request the missing info and keep your application while they waited for you to submit.
