Hi, I submitted my Express Entry application without ECA. Immediately on submission of the application I received a message saying that I am ineligible, although on initial check (beginning of the process) it said I was eligible with 70+ points. Is this because I said that ECA was NOT done? Is ECA mandatory? Thanks

Yes. If you read the info on the Express Entry page it has a section Before you start - It says you need the IELTS results and the ECA before you start.

You MUST have ECA done if your qualification is outside Canada.

Ok thanks, how much time does it take for the ECA to get done?

Also if I am my spouse are both applying do each of us need to get ECA done? thanks.

Yes, each of you needs it.

It takes 20 working days starting from the time of receiving your package.

and any recommended source to get ECA done, CIC website makes 4-5 recommendations with different costs / processing time? Will be good to pick the correct option and get this arranged. Thanks.

I used WES. The price is set in the web site - sent both, my bachelor and master. My husband did this separately. But in fact I think that you can send one package with both of your documentation. You will save from couriers price at least.
It is better to choose the option for prepaid return courier.

perfect! thanks. Guess I will have to get this going and wait until the ECA report is obtained. IELTS is done, have decent work experience, hopefully all should be set post ECA for the Express Entry application. hopefully no further surprises ...
