My dad applied for his visitor visa from India and provided his biometrics as well. Sudden change of plans - in order to see his newborn grandchildren he had to leave for Canada and is currently in a city in Ontario. He just received his passport submission request but he will not be able to submit it at his home country (India). Could he submit it at any of the Visa Application Centres (VAC) in Canada? Do any of you know how and guide me through the process? Are there any email IDs that I can reach out to get more details?

His existing visa was valid and was about to expire in a month when he started the new application.
