Can anyone let me know whether, is it mandatory to submit an application for International student through VFS? or One can submit directly to the Canadian high commission, New Delhi.?

One can do either ways. If you send through VFS then it takes 1-3 days extra to get it to CHC.

I think it cannot be guessed now as from Monday PAFSCO WORKERS WILL NOT WORK, I heard. SO you should expect delay.

What I heard is that if you are in the city where, there is a VFS centre available then you must go with VFS as you are not allowed to apply directly to the High Commission, Delhi. Anyhow, I am not sure about the authenticity of the information.
