His SP was valid but his visa got expired so he was justing renewing the visa. No he is not on Spreadsheet.

does it mean CHc has started issuing visas ?

Just keep in mind that Fedex Peshawar doesn't send any seal document so you have to send the documents via TCS or DHL.

Fedex Sialkot and Lahore (shimla pahari branch) have no objection to send sealed envelop. I did use their service plenty of times to send my sealed dox.

They sms/email if you have paid the charges for this service. I never got any sms/email as I never subscribed for it.
