Surely, you can't join from Fall now. You will have to get visa for Winter 2013. Solve this refusal reason and reapply. Don't hurry instead invest your time and make your case stronger.

If you don't do huge transaction (credit) in your account then your case would be strong by default. Because then your account statement will be more than 6 months old and without drawing money, the VO will be certain that this is your money and you can use it for your studies.

Yes, but this should justify the 4 million in your account. For example if your father salary is 20k and you have this money in your account from last 4 months then only his pay slips won't make VO believe that this is a valid source of income.

Well that was an active account and past 2 years activities were shown in that account. Anyway now I will make my case strong by some property documents and pay slips.
