Application reviewed - how to respond to this request from Immigration?

I received this letter from immigration officials asking me to fill out the necessary gaps in personal history in form IMM Section 0008 Question 11.

My concern is in the wording of this letter specifically the use of the words in the first paragraph and the last paragraph.

*** Letter from immigration Canada ***

This refers to your application for permanent resident in Canada. Your application for permanent resident visa has been reviewed. It appears you may not meet the requirements for immigration to Canada.

Based on the information with your application, it appears you may not meet the requirement of section subsection 16(1) of the Immigration and Refugee Protection Act which states ..

...
....
.....

To be procedurally fair, before a final decision is made on your application, you are being given an opportunity to respond to these concerns and as well any further information within 45 days from the date you receive this letter ..
...

Does this imply they have a negative decision lined up for me ?
  • Should I just fill out the IMM0008 application form and send them the missing dates only?
  • Is it a good idea to send my valima and honey moon pictures along with this?

They are not convinced you meet the requirements of section 16(1) and this letter indicates you are being given the opportunity to clarify this concern.

16. (1) A person who makes an application must answer truthfully all questions put to them for the purpose of the examination and must produce a visa and all relevant evidence and documents that the officer reasonably requires.

So, it is imperative that you complete the form they have sent you IN FULL and NOT LEAVE ANY GAPS in the question highlighted.

They are under the impression that there are gaps in your information in an attempt to conceal the truth about something, so you need to complete the form properly, and it might also be good to attach an explanation for any gaps you may have previously left in it for whatever reason. Don't lie, don't fudge anything, just complete the form in full.

If you do not complete this form to the satisfaction of the officer, you can (not may) be denied under Section 16(1).

The gap is only for 4 months, that's the time my wife was finished her high school and was applying for college. It's a simple explanation that I will provide truthfully ofcourse - however the use of these strong words makes me nervous, any comments ?

"Only" 4 months? There is no such thing to CIC. You MUST account for all periods of your life as required, and a gap of 4 months is too large to be dismissed as "only" anything. In 4 months you can do a great many things any of which can make you inadmissible to Canada, you don't want CIC wondering what you were doing for a third of a year that you're not telling them about!

Fill out the form properly and explain what was happening during the period on a separate sheet of paper. Explain it was an oversight, if it was. Remember, they are questioning whether you are being truthful about everything, ensure you do all you can to allay these concerns.

Yeap, I agree with you Charlie. Like as useless as "taking care of parents place while they are on a vacation for a month", I included that .... They said NO GAPS ..... So yeap, even if it sounds too boring or not that important :) Not that easy especially that we have to start from 18 years old!!!! :) :p :p 8)

Thanks guys for the response. I will submit the application with the required details.

Second part of my question is, do you think it's a good idea I include my honeymoon and walima pics (that's a ceremony for consummation of marriage)
