Application returned due to photo spec

My online application that I submitted on Jan 15 was returned today due to the photo. There's no details but I'm guessing it was the specs. I went and redid it and the new photographer said it was indeed a bad photo.

Does anyone know if this means I have to wait another 20-30 days for AOR? More importantly, does it mean my application is good other than the photo? or would it be returned again if there's something else?
 
I guess it would mean that all is good except for the photo
Good in this context means its complete as there is no checks of any type that occur at AOR except for completeness checks

Did they returned the application before the process started (citizenship test, etc) or after some steps were completed?

Before anything starts
AOR is the first step before they start doing anything and AOR indicates the application is complete as per the checklist but no process happens
