Application Returned but not received yet

I got following response from CIC -> 2174 is capped and application was returned on 23rd November 2014. Today is 18th Feb 2015 but there is no info of my kit.
Is there anyone facing similar issue.

Dear Sir/Madam,

Please be advised that your application was returned with all attachments on November 23, 2014 as the cap of NOC 2174 has been reached. A letter of explanation was provided along with the application package.

Please note: all returned applications are sent via regular mail to the mailing address as entered on the application package. There is no tracking number. Once the application is mailed, its delivery is the responsibility of the postal service. Applications are not sent via courier.

Did you apply for CEC? There should be no cap on NOC 2174 for CEC?

The letter is a bit misleading, but what it means is that the global cap for all CEC applications (8,000 total applications) was reached - that happened for all applications received after October 23.

Your post is unclear. If I understand correctly...

You submitted a CEC application, but did not hear from the CIC. As a result, you contacted the CIC (presumably by email), to ask what they had done with your application. The CIC responded with the message you posted.

If that is correct, then the CIC rejected your application due to the 8,000 application cap being reached and tried to return it via Canada Post. The CIC would have used the labels that you wrote your address on as part of the application package, therefore if you have moved, it would have been returned to your old address.

It is very possible that Canada Post either lost your application package, or mailed it to the wrong address. My original application was rejected by the CIC (Feb 2014) and was subsequently delivered to the wrong address by Canada Post (I found it outside a neighbours house purely by chance).

Oh, another possibility - there was a cap for that occupation that was reached under the FSW program - did you apply under the FSW or CEC? If you applied under CEC, maybe you got the "form letter" intended for FSW... result is the same, tho, in either case.

The presumption is correct. I applied for FSW and I got the reply mentioned in the thread.
I am worried about my document. Whereabouts are unknown.

Hello, any updates about your documents? I'm sadly having the same problem, got my papers delivered to KSA and it's been 8 months now and no clue!!!
