Application Returned back due to underpayment

HI,
I had applied on 5th jan 2009, but my application returned back on 9th Feb, 2009, due to underpayment. I sent DD for $550 CAD, but they wrote that they want my spouce ($550)and child($150) fee to be included for inital assesment. So the total should be $1250. I sent the additional fee with all docs on the same day i.e 9th Feb. Hoping to get back response in another one month.
I was having mindset that initally only the princple applicant fee should be sent, later on when they asks for supporting docs only then family fee should be sent. But I was wrong.

On the question "How many family members (including yourself) are included in this application for permanent residence in Canada?" Did you write more than 1 on the box? Because if you put 1, you will pay only $550 (correct me if I'm wrong)

But we knew you've to enclose all total sum representing everyone you mention. But we don't know all at once and at the same time. Pls tell me you didn't enclose evidence of funds (ie something like fixed bank deposit transcript) at this initial stage. I expect CIC Sydney, NS to ask me and other documents later.I got another idea elsewhere on this forum and it is kinda delaying my filing cos that gonna take me a while to gather. Thanks as I await your swift and candid responses.

for category 1, you only send 4 things to sydney

1. application forms
2. passport photocopy of main applicant only
3. address labels
4. payment.

Is it possible if I only pay $550 and tell them that I am applying for myself only at this time. I have intensions of applying my whole family for PR at a later date probably after a year. What number did you put on the Permanent Residence Application form with the question "How many family members are included in this application for permanent residence in Canada?" did you put more that 1 and then you only paid $550?
