Hi,

I had applied for citizenship back in April 2020. CIC had returned my application as incomplete application. I had mistakenly marked "yes" as the answer to question 9 (c) on the CIT002e form. I didn't realize it was for the Crown's servant residing outside of Canada. I have never served as a servant of the crown outside of Canada. So, CIC had said in their refusal letter that I had not attached that form that was required to be attached with the application for the people that answer "yes" to question 9 (c). Furthermore I had attached an IELTS certificate with my application and it was written in the letter that IELTS certificate was not one of the acceptable language assessment certificates. They had given me these two reasons and now I am stuck between the rock and a hard place. I had requested a refund for the fee deposited and I am looking to re-apply now. They would have it in their system that I had applied previously for citizenship and my application had been refused due to above mentioned couple of reasons. Now I have got two questions and I would be more than grateful if someone could answer those questions for me please.

1. What test should I take that would be considered as an acceptable language assessment test? I had attached a 10 year old IELTS certificate with the application may be that was the reason that they did not accept it. I have another IELTS certificate that I had completed in 2014 when I had applied for permanent residence, should I attach that one?
2. What should I do about question 9 (c) now? Can I attach an affidavit with the new application stating that the previous answer had been entered as a mistake?

Once again anyone who can answer these two questions, I would be more than grateful to that person. Stay safe and stay blessed everyone.

If your IELTS is general and was previously used at the time of PR application. Then IRCC will accept that document as it is in their acceptable document list.

Couple of things...

  1. If you intend to apply again, you didn't need to request a refund. Using the same receipt would've been fine.
  2. Returned applications before AOR are not even entered in the system. No need for an affidavit, just fix the mistake in your next application.
  3. Was the IELTS you submitted academic? If so, yes, they are not accepted. Why didn't you submit the one from 2014 in the first place? If that's a General IELTS, that's accepted and even explained in their website.
