Turns out one of our forms was outdated.

Our police certificate is just over three months, but getting a new one will take another 12 weeks.
The call centre agent at CIC told us to resubmit everything as is except with the correct form.

So it wasn't IMM 5285 (08-2013) E after all?
 
Is it true that we do not need to pay application fees again?
I think that's the case since our application was returned without being processed.

correct, do NOT pay the fees again, or else you will be double paying. just put your old receipts in your new package. they are still valid and have not been "officially" processed for application purposes yet.

Thanks for the clarification. It makes sense, but always good to confirm.

One final question: if we send the corrected forms and include the same police certificate that we included in the original application, will CIC return it again or will they just ask for an up to date police certificate? Unfortunately, getting a new police certificate will take 12 weeks.

generally, applications are not sent back because of expired/missing police or medical records. CIC will request the information when it's needed. applications are sent back primarily because of missing/outdated forms and signatures.

Rorkij, Our Inland app was returned even though it was all there and signed and the most current forms, actually they had both the old and new forms since at one point I had to re-sign a form that was signed in the wrong place at that time we sent in the newer form since it was then into August. They said we were missing a form but it was there. In the end for us we just decided to start over again and went with an Outland App. I think sometimes they do mess up, especially when they have had so many changes including a new office and new forms.
