Hi,

We received our package back (inland) as incomplete, saying that we must submit the spouse questionnaire (IMM5285), but our package contains that form, and it is signed.
Does anyone know what could be the issue?
What kind of delay can we expect because of this?

check to make sure the form wasn't updated online. forms are dated, and if the most recent isn't used, it will be returned.

Thank you for your response.

We used IMM 5285 (08-2013) E.
The letter we got states that we have to submit IMM 5285 (08-2013).

The only difference that I see here is the "E" at the end of our form. Could that be the problem?

no the E is just to say that the form is in english, cause the forms in french have same number but with a F at the ending

Maybe, there is a mistake in your form?

It is the questionnaire, so it's all information personal information that we provide.
I've posted this on the inland thread in case someone has encountered a similar issue.

'novembre2013' is on the mark here. You should give them a call, or Fax (really) - after studying to see if there's a mistake on your end..

they do sometimes make mistakes - yours (IMM 5285 (08-2013) E) is the latest version available, btw

Do you know if we'd have to get a new police certificate to resubmit?

If we applied from outland, it would have to go to Singapore office, which takes longer than inland.

that's not necessarily true. don't go by the processing time on the cic website, it is very misleading. i believe someone with a file in singapore just got approved in 6-7 months. to know for sure what the "true" processing time is for straightforward applications not requiring an interview you will want to check the thread specific for that visa office. applicants will be able to tell you what to expect, and i'd expect that the real processing time is less than the 2 years inland is currently taking.

you can only submit your police certificate if it's still within 90 days if it being issued. it is not necessary to submit your police record upfront for outland, and applications are not being sent back because of missing police records. CIC will accept it upon request once the sponsor has been found eligible.

If your police certificate is not expired yet, so send the same one.
If it is expired, order a new one; but don't wait for it to send back your application. However, join a letter explaining that you have already ordered a new one and is supposed to arrive in x days/weeks.

about the inland/outland... I think you should listen to Rhcohen2014.
go on the Singapore thread to have a real idea of processing time.

I had to do that as well because a span of time was apparently missing( it actually wasn't) so I re-sent the same paper but also a note restating and clarifying the exact time period they said was missing. I've had delays all around because missing paperwork it took me four months to get SA (outland) because someone apparently dropped the ball. We finally called his MP who told us to resubmit everything (we did). I checked my email the next day for an unrelated reason and SA was there ( for my original application, it showed the date I re-sent it). I don't think it was a coincidence. Hopefully, that doesn't happen to you. Keep a copy of the letter it should have some info on it. Send the form(s) with a tracking number and signature required so at least your end is covered in case they say they didn't get and also so you can make sure they got it ( I didn't do that that time, BIG MISTAKE). So mine has taken nearly a year and isn't done yet  :( . I'd call your MP the day after the timeline said you should receive SA, that's my best advice. If you keep on them, they can't put you off and let it slide. It won't speed it up but hopefully you can learn from my mistake. ;)

So if I read correct, nothing was missing and still they said that you were missing a time period? :(
This is crazy.
Good luck

Good call. I think I'd choose inland over Singapore also, if I had the choice. But that's just me.
