Application rejected for PCC

He clearly mentioned that he got pcc for 2012-2014
But not for 2010

So this rejection is only possible if dates were mentioned on his pcc
I think now Malaysia has changed the format and issuing pcc without dates
My sister's applied for the pcc in early 2017, before OP, for her PR application and it did not have dates on it, so this is very strange.

Perhaps, even though the dates are not on the certificate, they are verified by IRCC contacting Malaysian authorities directly.

Actually, IRCC made a mistake here by rejecting the application.

The e-konsular website clearly states the following:
Foreigners who wish to apply for CGC MUST have resided in Malaysia for a period of AT LEAST TWELVE (12) CONSECUTIVE MONTHS under long term social visit pass (i.e.: employment pass, student pass, spouse of Malaysian, expatriate pass)

This means that time spent under short-term visit visas is not considered. Had OP applied to have his case re-opened by stating the above, I believe he would have been successful.
