Application refused

Hi everybody. I have applied for Canadian Study Permit on 14th of May through vfsglobal and they sent my application package to Ankara processing center. The next day I opened CIC account to link my application and check the status of my application. On 17th of May I received an update from CIC account and my application is refused based on the following reasons.
1. Travel history - I have studied in the US and I have included the copy of my US diploma. Very recently I was in vacation and I have traveled 4 European countries. My current passport has Shengen visa on it.
2. Purpose of my visit - I received an acceptance letter for Graduate Certificate program on Data Analytics from one of the well-known colleges of Canada. I have made 8500 CAD for tuition out of 14500 CAD and the receipt of prepayment was included.
3. Personal assets - I have included titles of my 2 apartment in Baku and title of my private house in different city. I have additionally shown 15000 US dollars in my bank account.

As a main reason VO showed that he or she is not convinced that I will leave Canada at the end of my visit.
I have three kids my wife and I am leaving all of them in my country. I am currently working for the State Agency on Public Services and Social Innovation and I am currently doing the same job (Data Analytics).

Do have any idea what could be the reason of the refusal of my study permit application? Do they really make decision just in one day?

Did you write any SOP (Statement of purpose) I mean your profile is very strong. It is likely for anybody to think the same.

The problem is VO does not tell you any specific reason that i could fix and reapply again. I attached every document possible to my application to make it stroger. I dont know what else should i add to my application to get it approved?

Yes, of course I did and think it was very strong essay as well.
Did you mention about why/how this program would add value to your professional career? I mean, normally people with more than 4-5 years exp. In a field choose MS or MBA. But you chose a program in the field you have knowledge/exp about. Also, did u show strong ties to your country? I mean, your family can always move to Canada. Something like a business or a very strong reason which pulls you back to your home country.
I am not an expert just checking for possibilities.
If nothing works, try applying through work permits if you really want to go/learn in Canada. In class or on job ... knowledge is important, right?

I have been wotking in Data Analytics division gor only 7 months. I dont have deep knowledge in this field just doing it as learning from others. In my SOP i mentioned that there is a center of situation going to be created within our agency which will require fundamental knowledge on Data Science and was promised a position in that center. I was very enthusiastic about studying Data Science as a major and to have it among the list of my educational backgrounds. When it comes to my family ties, I have 3 kida and my wife in and i did not apply for visa for them. How can i stay away from my family after i graduate the school. Indeed i was planning to visit ghem at least two times during my stay in Canada. I fist got admission to the Dougls College in BC and that was the main reason to switch to Durham College in Ontario.

And Ur previous experience is not in data sciences? Sometimes visa rejections are due to irrelevant feilds which do not match with experience and education.

I worked before in finance-oriented jobs, mostly in banking. Learning data analytics could make me very good financial analyst or business analyst. In overall having deep knowledge could open me more perspectives in job career and get an increase in salary as well. Do you really think it worth to reapply again without even providing new information? Thanks

Yes. I have mentioned all this information in my explanation letter, I hade statement from my current work showing that i currents work for the State Agency in the Division of Data Analytics and Statistics and my official records translated and confirmed by notary which shows step by step how did i move in my career. But unfortunately VO just ignored all of them. I am still shocked how did he or she make this decision based on what nuances?

I suppose your work experience of 7 months was not considered enough.

Try to apply again emphasizing your arguments on EVERY of their reason.
Travel to EU, studying in US
Purpose of your travel : why after only 7 month of working after the graduation you are planning to study again, and WHY in Canada (not US again or EU)
You have $8500 (already paid) + 15000 (in your bank account)= $ 23 500. Is this enough for living expenses and tuition?
CIC does not care about you having any real property. If only its rental is you business (prove that you are getting rent continuously)

I have explaned why exactly Canada not US or EU. Because Data Analytics program which is offered by Durham College is a new program and i was going to be one of the fist person who will study there. This program has not been offered before does not have alternative in other college or university. Some universities offer certain programs which teaches data analytics as a part of the entire program and they are 2 years length and very expensive. But this program is graduate certificate program which is specially geared forward to the people who is currently doing this job but need deeper understanding of this skills. Additionally 15000 USD is 18900 CAD. This amount is more than enough to leave in Canada for 7.5 months (lenght of program). Visa officer should be very informed person, they could at least check property prices in Baku ar least to have basic understanding how would my proterties cost if i decide just to sell them in a month or two. They did not do any research, they just flipped papers, probably did not like my picture)), and looked at all paperwork skeptically (thats what they do). I explained in my SOP that living cost in Canada 35-40% cheaper than US and Europe. Our national currency manat makes CAD than USD and EURO. 1 CAD is 1.26 Manat(our national currency) but 1 USD is 1.70 manat. 1 EURO is 2.13 manat. I am trying to explain that with 1 manat you can buy more stuff in Canada than US and EUrope. They could do this basic research if they wanted to make a fair decision. They just dont care about people.

Did you provide property valuations? Or just the titles? If you want CIC to consider the value of your properties then you would need to provide property valuations. CIC doesn't research property prices - this is something you would need to provide as part of your application.
