I am very sorry to hear about your case. You have done Diploma in chemical engineering which is 3 years full time course in India. Total education is 15 years (10+2+3 system), but this course is actually 10+3= years. Means those who have passed SSC (10th) are eligible to get admission for 3 year diploma in chemical Engineering. Let us think other way, suppose someone do Degree in Engineering (B.E.) which will be total 16 years (12+4) or 10+3(diploma)+3(degree- direct 2nd year admission) and as per CIC he will get 20 points right? How come diploma in Chemical engineering will get 22 ponits and degree in Engineering (B.E.) will get 20 points.
Since mimimum 10th std. (SSC) passed candidates are eligible to get the admission for 3 year Diploma in Chemical Engineering, VO may have awarded you 15 points for 13(10+3) years of education
This is my opinion, you can seek seniors/ experts advice before making an appeal and wasting your valuable money and time.
