Application refund

Hey everyone.

what is the procedure to get the application money refunded. I had applied in 2008. I got an email in Feb 2010 about rejection. Of couse now is the second time I am applying. The email said that I would receive the draft in 3 to 4 months. Its been more than 5 months. I replied on the same ID, but no response. Anyone can advice on how to contact VO in New Delhi?
