I think so. The email from IRCC is important instead of the status in the application.Changes to "submitted" are not significant. It just means that you logged in after the update.

It's like a notification for you. But once you check this notification it goes back to submitted. The "submitted" just means you've checked your account and there's nothing new anymore.
As I understand, the BG message is “Your application is in progress. We will send you a message when we start your background check.” when it is under IP1. I remember I saw this message at around Nov, 2018.That's not bad news. Status changes to background check usually mean moving to IP2. There's a good chance you get PPR within a few weeks if they accept your new schedule A.
