Hi everyone,

I lived in Montreal for 4 years, I graduated from a master's degree in aerospace engineering from Concordia University and worked for Bombardier for more than one year in Montreal under my 3 years work permit visa that I received after my graduation.
I moved to Toronto in September 2013, I don't have a job at the moment but I want to start applying for permanent residency because my work permit ends in February 2015.
I checked my eligibility online and I am entitled to apply for two different programs: skilled workers or Canadian Experience Class.
Would you know which program would be best for me to apply since I graduated from Quebec? Thinking that I would like to have the flexibility to move back to quebec one day - not right now but never no.
Should I apply in Quebec then for a CSQ? Or once I have my PR and an experience in Toronto let's say, could I move back to Montreal?

I am so confused here, please, could someone help me? :-\

Once you have your PR, you can move anywhere. Programme de l'experience quebecoise would probably be the best for you if you speak intermediate/advanced french, otherwise canadian experience class (CEC).. For programme de l'experience quebecoise, you have to sign a form intending that you plan to live in quebec, whereas there is no such stipulation for the CEC. It really depends where you want to live..

Easier for you is "Canadian Experience Class":

Guaranteed for you is "PEQ – Québec graduate" (but tough due to the increased level of French required):

In Quebec Immigration, they have increased the French level & you have to send the French test score along with your application:
