Finally got PPR this morning!!

Aor: Oct 09 CEC Inland, single applicant

Called CIC on Apr 05 said file approved, wait for final decision

On Apr 15 called CIC again and had the same information as last time.

Even on yesterday(Apr 16), I received email responsed to my web form inquiry shows no further movement and my file was still in CPC Edmonton.

And today (morning around 8, Toronto time), I got my PPR eventually!

Question: could the reason for not getting the PPR request (right after obvious events like Adr-NA, ghost update)be that because of the Case being CEC category they are actually working towards interview date

Are you inland? If you are then would your processing office be Vancouver? If both is yes then they may schedule you for an inland landing interview at Vancouver. Here is the thing, Vancouver has quite a backlog and according to officer the wait time is up to three months. I wish you quick PPR.
 
Update today: it has been over a month since I called and known about my approval. Called the IRCC again today. The agent confirmed my approval and said a confirmation letter will be issued shortly(quick question: what is that?) . However, the schedule for my landing interview is still a long way to go depending on my city of residence (it is super busy as he commented)
