Hi everyone!

Hope someone could help us... My family and I came here on permanent residence status late 2017.

My parents applied for tourist visa but have been denied receiving a letter stating the following:

" - I am not satisfied that you will leave Canada at the end of your stay as temporary resident, stipulated in paragraph 179(b) of the IPR, based on the purpose of your visit.

- I am not satisfied that you will leave Canada at the end of your stay as temporary resident as stipulated in paragraph 179(b), based on your personal assets and financial status.

- You had provided insufficient proofs of the sources of your assets.

You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements...."

We would like for my parents to come visit us here in Canada for a lot of reasons including these special events:
1. My daughter's 7th birthday, a must celebration in our culture (1st, 7th, and 18th birthdays) My daughter is very attached to them as they took care for her since birth while I was working back home
2. My youngest son, who they will be meeting for the first time, will be celebrating his 1st birthday on November
3. I will be finishing my diploma and CPA certification next month and the graduation ceremony is on November as well.

They do not intend to overstay here as they are not accustomed to the coldness and culture here. Moreover, I still have my sister (with a son, so a grandchild is involved) and my single older brother still there. My parents had been to other countries like Australia, Asia and multiple times in US for a visit since they had been granted 10 yrs multiple US visa. They really just want to be here for their grandchildren and to travel as they are already senior citizens. They have to be back home every year, otherwise, my father's retirement pension will be cut. They own a house and some assets (car and land in a provincial area).

However, when they applied, they didn't submit any assets as they thought it wasn't needed as it was not asked (I know, big mistake). Also because they just followed what my big brother did when he applied for tourist visa here in Canada and had been granted 10 yrs multiple visa as well without showing assets wiith not much savings but had been in numerous countries as he loves to travel. The difference is he is employed in the local government holding a managerial position. We didn't provide them a letter of invitation nor did they wrote their purpose of visit.

We are planning to reapply now (6 months later), do they need to write a purpose of visit? Aside from that, do we have to write letter of intent too? We cannot apply for supervisa as we are still adjusting and getting canadian experience, so we are both still in LICO threshold. My husband is working two part-time jobs while studying. I myself is studying (though done by October) and on maternity leave (leave ends October as well - then back to working as fiulltime supervisor in food industy or maybe pursue accounting career as course taken). Would it affect their application for tourist visa if we are in LICO? Do we have to mention that we are studying or I will be done studying? Could someone give a sample of invite related to this?

Badly need help! Thank you in advance!

Also mention the significance of birthday as you just explained here.

You made a mistake that often folks make which is forgetting that the proof of burden is always on the applicant for convincing vo of merits of your case. Approval of another person might have happened because of other considerations (frequent travel, age, employment)

thank you for your replies.

I have further questions:
1. Would us being in LICO affect the application?
2. Do we have to submit our (husband and mine's) t4? Coz it will show family income is low especially I'm on maternity leave still?
3. Should we tell a longer stay or just 3 weeks? We are planning for them to stay from October until after the holidays (if they could stand the coldness, otherwise go to my mom's sister in US for winter then just come back to Canada then after)
4. Did we understood it right that Letter of Invitation would be coming from us while purpose of visit would be from my parents? and that both should be submitted to VO?
5. Shall we say that we are going to take care of the board and lodging? Though we are only renting but could have a spare room for them as the kids are still little and sharing rooms (we have 3 rooms in total for both me, my husband and 3 kids).

1. Your parents have to show their assets - not yours.
2. No
3. Asking for a three week stay is better. If they get approved, they will be allowed to stay for six months at a time, so it doesn't matter that you asked for only three weeks
4. Letter of Invitation comes from you. The purpose of visit is usually stated in the letter.
5. If your parents aren't staying with you, then no. If they are staying with you, then say that. If you don't say that they are staying with you, it can affect the financial calculations since it costs more to stay in a hotel.

Here's a copy of my letter of invitation. My parents, in-laws and various other relatives have received visas with this letter.

thank you @21Goose for your reply. I wish I had seen it sooner before I made the draft invitation letter. Didn't know that a short simple letter would be enough. I just searched for a sample and found mikeymike's old thread and just patterned it from there.

Would greatly appreciate though if you or anyone could look into my long and detailed letter and let me know if there are red flags and things that I should change, remove, or add before I have it submitted. Also, if we need to buy the insurance right away or not. Thank you in advacne!

INVITATION LETTER

DATE
To: Citizenship and Immigration Canada

I, xxxxxx, a permanent resident, born October xxxx, currently residing at xxx, along with my children, xxxxx (born 2011), xxxx (born ) and xxxx (born ) with my husband, xxxx (born ). I hereby, would like to verify my purpose to invite my parents, xxxxxx and xxxxx to visit me and my family in Canada for a period of time starting on October 19 to November 23.

I am requesting to consider Mr. XXXXXXXXX (born October) and his wife XXXXXX (born XXXXXX) application for a visitor's visa for the following reasons:

My daughter will be having her 7th birthday this October. My children, especially my daughter, is very much attached with my parents as they were the one who were taking care of her since birth. She and my eldest son missed their grandparents very much as they were the ones who drops them off and picks them up from school, teaches them to read and do math, feed them, and put them to sleep since my husband and I were working full time back then. Moreover, I had my youngest son last year here in Canada and they haven’t seen him yet. They are very excited to hold the newest addition to their grandchildren. My youngest son would be turning 1 on November and we are planning to have a celebration for his 1st birthday. We would like to have them celebrate this special moment with us with relatives and friends as 1st and 7th birthdays are a must celebration in our culture (together with 18th birthdays). Moreover, I will be done with my diploma and CPA Certification end of October and the graduation will be on November 20 of this year. Copy of birth certificates and school invitation will be seen as attached

My parents were born in xxx and xxx, respectively, in the Philippines. They are currently living in their own house at xxxx, for almost their entire marriage of 44 years. They have their own car and land of xx sqm at xxxx province. My youngest sister, with husband and son, is living with them at the residence address mentioned. While my eldest brother is living at xxx province. Title of the house in xx, land in xxx and car and proof of residence for siblings will be attached with their application.

My parents are already retired senior citizens for almost 4 years now. My father is receiving pension for his years of service. This is the reason why we have to postpone my daughter's 7th birthday celebration as my father has to personally report to the administration on the week of his birthday (birthday is on October 15), as proof of living, for him to continually receive his pension benefits. Pension documents will be attached with their application. This is also another reason why my father cannot stay long outside Philippines.

During their stay in Canada, XXXXXX and XXXXX will live with me and my family in our home here in Mississauga, therefore, they won’t be having living expenses. We also have our own car so they won’t be having transportation expenses either. My parents will be staying at home during the day, could go to gym in our place, go to community centre that is just walking distance away, or even just walk in the park that is just behind our place with the kids during school days while my husband and I work and go to school. In this way, we will still be earning an income while supporting our needs while they are here. On the weekends, we are planning to take them around Mississauga, visit my mother’s brother in Etobicoke, visit family friends in Guelph, and tour them in Niagara falls, GTA, and Ottawa. They will also help us prepare my son’s 1st birthday celebration since as we would be expecting a crowd from friends, relatives and church mates. My mom is a great cook and would be cooking some of the food for the party as my kids, as well as relatives who know her by reputation, are looking forward to tasting her delicacies once again.

The family hold enough funds to bear all the expenses mentioned in this letter. We will also purchase their medical insurance upon approval of visa so neither Canadian taxpayers nor my husband and myself will bear unexpected medical costs during their stay. I am employed as a supervisor under xxxx at University of Toronto Mississauga since February 2018. I will also be finishing my Accounting and CPA Certification on October and would be looking for a career within the field in the same course taken then after. My husband, on the other hand, is working at xxxxx since Dec 2017 and currently working part time at xxx as construction worker.

They have also been in and out the country for travels abroad. They had been in Australia, Japan, Korea, and multiple visit in the US. They will be bringing enough money for their travel and leisure.

Having considered XXXXXX and XXXXX ‘s travel history, strong family ties back home in the Philippines, and genuine pension/retiring benefits, detailed plans in Canada, sufficient funds during their stay, plans of medical insurance purchase, and declaration of assets, I sincerely request that you could grant xxx and xxx a visitor visa to Canada.

Should you need any further information, please feel free to contact me at numbers xxxx or email at xxxxx.com.

Best regards,
XXXXXXXXXX

Would delete all information about your parents being primary care givers while you worked full-time. There will be concerns that they will want to remain in Canada and take on that role again. Just simply indicate that your child spent a lot of time with your parents while you lived in the Philippines and missed them.

Thank you for this! I got the point. Really appreciate it!

Do we have to buy the insurance now or upon approval?

I would buy insurance up front that you can submit with the application. Find one in your area that can be fully refunded (usually minus some admin fee) if the visa is refused.
