First of all, does providing the following guarantee a study permit?

PhD acceptance
80000 Cad in bank statement,
IELTS 7

What about home ties and how to approve that you are coming back?

providing acceptance alone does not guarantee you study permit.
you have to prove beyond every reasonable doubt that you/a family member would be able to fund for your studies, prove that you have strong ties in your country and that you'll return after your studies, and prove any other issues that would raise doubts in the VO's head
