And re-apply or? I am going to alert Strasbourg I read and someone told me that it takes like 25 months for the appeal. That's wayyyy to long without my husband

You can reapply if you want, but to win the second time you will need new evidence. That is, if the same visa office is processing the second application, and everything is pretty well the same, they will reject the app for the same reasons they rejected the first one.
If you do have new evidence, reapplying can be faster than an appeal. It depends partly on the reasons for the refusal, and what visa office you are going through.
