Application denied - Experts please help

I am confused - was the application simply returned for not meeting the requirements (would get application fee back, no file ever opened), or was it accepted for processing, file created, and then refused? If it was refused, there has to be an AOR, but the lawyer probably has it (for me that's one of the biggest problems using a representative - CIC will communicate with the representative, but not you). BTW - the refusal email should have the file number on it. Try finding his info on e-CAS -

His post says his brother applied under FSW (yeah, wrong forum).
