An application sent online since 04 Oct 2019 has not processed. What could have caused this delay? What can the applicant do?

Just have patience. Mine was since July 29th. Where did you apply from?
But is it taking time like this?
Also I know some people that applied but within 7 weeks they sent them refusal letter.
Does it mean that if it takes longer the application will be approved?

No - it doesn't mean that.
The length of the processing time has nothing to do with whether the application will be refused or approved.
There is nothing you can do to speed up processing. All you can do is wait.
I applied paper based since July 9th , medical 29th And since then nothing too . From what I gathered Most July applications are still in process .
Really? Why July? Anyways...what did you apply for and why do medicals? Student visa?
Yeah student visa . July is like the peak of the season for Canada , I just learnt that . And coupled with the election period , There are few of my friends from India that has been waiting since July too .
