I have 2 questions:

  1. Anyone knows how to describe upwork.com experience to CIC ? I have proof of funds from them but I also need to know how to express the work done there and make it valid for them. I have been working with them for 3 years
  2. If I am applying to Ontario after receiving nomination, given that I have two relatives in Canada, one in Quebec ( Citizen ) and the other is in Ontario ( Permanent Resident ). Which one should I include in the application ? the resident or the Citizen in another state ?

The work experience gained through upwork.com does not count as skilled experience. It is regarded as self-employed work which may or may not help you with immigration.

I am confused, have you received a nomination already? or are you trying to choose between Ontario and Quebec? If it is the latter, then you should know that a nomination from Quebec is more powerful than a nomination from Ontario because it will fly you directly to being a PR whereas a nomination from Ontario only assists you with receiving an ITA if you qualify for EE. Quebec has a special arrangement, but for this reason you'd sign a commitment to live in either province so choose carefully.

I received nomination from Ontario
Even if it is self employed what should I send as documentation and references

If you just want to document it in your work history then a self statutory declaration is usually sufficient. You can use some basic information about previous projects for past clients and the enumeration(s) you received to briefly describe your work. You can also include bank statements showing deposits from your earnings or tax filings accounting for your income.

If you want to try to claim it as skilled work experience for EE then you must obtain written project reference letters from your past clients/employers you were contracted through upwork.com similar to a standard job reference letter. The letters must include dates, project description and your role if you were part of a team, number of hours contracted per week and the agreed rate. You may not be able to combine multiple projects to fulfill full-time obligation but part-time work still counts. You cannot claim work done for a Canadian client or if you were a Canadian resident at the time, this is a policy from IRCC to prevent work-permit abuse. Any information obtained from upwork.com is also not useful because it is only a platform.
