application after rejection

i applied for study visa after my 10th which was rejected twice .now i am planning to apply for visa for jan intake 2015 at kpu but am worried about rejection .
profile : 10th -7.4 cgp
12th 60 % non med
ielts 7.5

the reason : your proposed studies are not reasonable in light of one or more of :your qualifications ,previous studies, employment , level of establishment , language abilites or your future prospects or plans . i did not give the ielts exam back then and i have my brother also studying in canada
