On the application forms that you have submitted to CIC with your signature you have stated that all the info you have given is truth, and also somewhere it is mentioned that there is no possibility to sponsor your family.... if they are not listed on your forms!
On IMM 5669 you can find the declaration of applicant:
"I declare that the information I have given is truthful, complete and correct" - check the documents you have send to the VO!

Permanent residence is a long drawn process, it takes months, if not years to process an application.
However, in those months, the life of an applicant goes on. He can switch a job, get married, have kids, etc etc.
And when circumstances change, the applicant has to reach out to VO to update the information.
So, to answer your half informed comment: I was not married when I initially applied in Dec 2014, got married to my long time gf this year and hence I had to add her to my application..

I guess payment of this RFPR fee is safest to be done by CC. This will be done first thing tomorrow morning and later that day passports shall be sent ;D
