So what should be done is to copy all pages (even empty ones?) and to have it certified by notary that copies are same as originals and then translated to english.

Then it all should be scanned and sent by email, did I got it right?

That's exactly what I did. I've mailed it on Thrusday evening and waiting for reply.
Not cheap - 5000 RSD for certification and translation.....
