I am one of the person who waited for 4 years to collect 3 years NOA, and was not selected because of lottery didn't select me

Even though it's not official (thanks for pointing that its NOT cic (cic.gc.ca) site), I wonder how much error could be , for example, 10%, 20%, 30%, .. 50%.

According to this un-official report only 6% of valid/qualifying applications were submitted and 94% of application slots are available.

Even if say only 9000 applicants out of the selected random 10,000 applicants submitted their application. CIC will not likely continue to add applicants to fill in the missing 1000 that didn't submit application by deadline.

There is a difference in previous and current process,

Previous - Interested applicants were submitting applications with FEE and DOCUMENTS.

Current - 95000 showed only interest, NOT asking for FEE and DOCUMENTS before lottery was bad (unjustifiable) for actually interested applicants.

CIC has mended it's process for experiment, must mend again, by asking more people to apply, to correct current wild process.

Green card Lotto in US are no different. They don't ask for fees and documents upfront either. They too have an annual cap. But the big difference is that they randomly select more than the actual cap so that it becomes "first come first serve" in getting their applications and getting their Green Card before the annual cap is reached. One can lose it getting green card despite submitting application in on time. It's the actually the number of green cards issued that counts towards the cap.

It is better for CIC to have actual less than 10,000 qualified applicants than to guarantee 20,000 PR's (assuming 2 PRs per applicant). This will help reduce the strain on the healthcare system. Remember, PGP is a compassionate PR program.

1 national from certain conutries can't apply
2 education - high school
3 two yr work experience

Parents PR
1 must have continuous 3 years NOA with qualifying LICO

Parents PR rule is much tougher than GC lotto


If govt wants to do lottery,

they should ask for fee and documents (at least stops people who are applying just for experiment)

For you you might be playing with words, for people waited for 4 years to apply full application it's hurting....
Govt intend to accept 10000 applications, hope this satisfy your vacablury, but informal fact is 600 applied with required documents.... a fact enough to hurt who are seeking opportunity to apply.
