Usually every two weeks. You will be surprised to know how many people are between 425-450. CIC is in no mood to touch 449 let alone 350.

You can try to increase your score. Ielts really helps to boost score.
 
I would like to advice you to get the PNP for additional 600 points.

There are several Provinces, which doesn't require Job offer like:

1) Nova Scotia
2) Saskatchewan
3) Prince Edward Island
4) Ontario (but it requires minimum 400+ points to get Invitation)
5) Manitoba (Requirement is, strong connections to the Provinces like close relatives)
6) New Brunswick
7) Newfoundland and Labrador

And Quebec (It is totally outside from Express Entry System and has its own system and nowadays it doesn't require French Language Requirement)

So, if you start a thorough research then you would find a multi-path to Canada.

I got 321 in Express Entry Profile and I am now applying for PNP Programmes. I don't think I can get an ITA without a Job Offer or PNP Letter what do you think ?

Correct, you either need an LMIA backed job offer or PNP. Getting an LMIA backed job offer is quite difficult unless and until you have niche skills and the Canadian employer could not find anyone locally in Canada. So, PNP is your safe bet. Not sure about that, you will have to check their website. I know for sure OINP is on a temporary pause.

I believe those who are above 350, but provided they will get bonus points with upcoming reforms might get ITA as the minister wants certain categories of persons with low points to get picked up. But that's speculation.

If the reforms does not concern you, then probably the better idea is to get PNP, also try to attend provincial sessions if it happens in your country or neighbour region; it might be worth doing that.

If you watch the stream by LP, he said that those who have as from 380 might have a chance in 2017.
