Arranged employment is not a requirement of FSW. But scores are coming down gradually and its safe to assume they would be low enough in a few months for people without LMIAs or PNPs to get ITAs.
You should check your score on the standard FSW calculator (old). Do you score 67 points on FSW scale? I suspect that might be the reason for ineligibility for FSW though it looks odd with an EE score in 400 range.
My profile: 33 years old, haven't applied yet but would be doing that shortly. Score is roughly between 850 and 900. working on an LMIA based job. Don't need to waste time or money on ECA for self or any of the things for spouse because i qualify CEC.
